Some cities came close to collapse after the fallout from the 2008-9 financial crisis. That crisis was stopped by massive bailouts that will not likely be possible or effective in the current environment of higher debt to GDP, rising interest rates, and incipient inflation problems. City Attorney Tells San Bernardino Residents To 'Lock Their Doors,' 'Load Their Guns' Because Of Police Downsizing

SAN BERNARDINO (CBSLA.com) — The city attorney of San Bernardino is under scrutiny for telling residents to "lock their doors and load their guns" during a city council meeting.
The official explained that because the city is bankrupt and slashing public safety budgets people will need to start protecting themselves.
City Attorney Jim Penman said he doesn't regret what he said.
"You should say what you mean and mean what you say," Penman said.
The city attorney said approximately 150 residents came to a council meeting to voice their concerns about recent crimes in the area, including the murder of an elderly woman last week.
"You could tell the swell of frustration was coming over a lot of folks. They did not feel like they could get an officer out as quickly to some of the quality-of-life issues that they were dealing with as they would have preferred," said councilwoman Wendy McCommack, who organized the meeting and was present that night.
"Well, if I remember right, I told them to 'lock their doors and load their guns,'" Penman said.
Penman said the city is dealing with bankruptcy, which has forced officials to cut its police force by about 80 officers. Consequently, there's been growing criticism about the police department's response time.
"Let's be honest, we don't have enough police officers. We have too many criminals living in this city. We have had 45 murders this year...that's far too high for a city of this size," Penman said.
The city attorney said it's important for people to be smart about protecting themselves and their families.
"I'm not advocating that people go out, who don't have any training, and buy firearms. I certainly strongly caution anyone who has children at home not to have a loaded gun in the house," Penman said.
"We need to take our streets back, we need to take our neighborhoods back and we need to protect our homes, and that's what I think Jim was trying to say," McCommack said.
The city of San Bernardino has seen a 50 percent increase in murders this year compared to 2011.
While the periphery breaks down rather slowly at first, the capital cities of the hegemon should collapse suddenly and violently.

Well, sorta. A version of the Golden Rule was proclaimed by Confucius, 600 years before Christ got around to it. Slavery wasn't practiced by the Chinese perhaps as late as the Qin Dynasty in 221 BC. There is no word that could be translated as slave in Sanskrit. The first record of slavery is the Code of Hammurabi. This doesn't mean your claims are more or less true, but your telling of history is rather Christian centric. Morality existed before Christ. It was hardly invented by him. Further, there are enough immoral actions by the Catholic Church that they have nothing to teach me of morality. The defense of child abuse by priests is one of the latest. The nuns taught that the Catholic loving and forgiving God tortured humans eternally after death for eating meat on Friday. I just don't accept what they claim without question.

Milwaukee faces bankruptcy, police cuts if aid deal can't be reached

Not reaching a deal on a massive bill increasing state aid to Wisconsin's local governments will only increase the chances that Milwaukee runs out of money, forcing deep cuts to police and fire protection, while smaller communities around the state will also struggle to pay bills, state lawmakers were warned Tuesday.
The urgent warnings came as Republican leaders who control the Senate and Assembly disagree on a key part of the plan — who determines whether the Milwaukee city and county can raise the local sales tax to pay for pension costs and emergency services.
That disagreement has increased fears that the bill being worked on by Democratic Gov. Tony Evers, local communities, the GOP-controlled Legislature and groups representing police and firefighters among others, is in jeopardy of not passing.
"Without question, my city's budgetary situation is dire," Milwaukee Mayor Cavalier Johnson told senators at a hearing Tuesday. Without an increase in state aid, the city faces potential bankruptcy in 2025 when federal COVID-19 relief funds run out.
Wisconsin state law does not allow for cities to declare bankruptcy, which means the Legislature would have to vote to allow Milwaukee to take that step if no deal is reached and the city runs out of money as projected.
We've seen a lot of news like this over the past 15 years, but we are one "unbailoutable" economic collapse from it being for real.
