Seattle was one place where in response to the George Floyd killing and protests, the police responded militantly. The government tried to rein them in. Apparently it is still going on. From Wikipedia, some of the actions the Seattle government took.

At a guess, the police is still at odds with the government, which is resulting in the manpower shortage. Bringing in more minorities might actually help. Not an ideal situation, but use of excessive force by police against minorities was a problem at the time. Not as much lately, but it is apparently lingering politically.
