This reminds me of the line of reasoning regarding Iran's nuclear program where it was often stated in the West that the Mullahs wanted to negotiate away their nuclear program, but the people would not let them.

Then the Iranian people revolted against the Mullah lead dictatorship, which required a brutal armed crushing of the anti-government protests by the Mullahs' militia and the Revolutionary Guard. After that, this line of reasoning was no longer popular in the West.

The concept that China's government wants to restrain North Korea, but has no power to reign in North Korea, is more rationalization by some in the West.

China could reverse North Korea's policy by merely slowing down the trains that deliver North Korea's basic staples from China.

The simplest explanation is usually the correct one. North Korea behaves this way because it's only supporter capable of keeping the North Korean regime in power, wants North Korea to behave this way.
