President Obama is restricting, by executive order, the NSA's primary role of spying on foreign countries to insure that a large scale military suprise attack, similar to Pearl Harbor, is never launched against the United States again.

At the same time the new capability of the NSA to spy on, collect the communications of, index for easy access, and store for future use, the telephone and other electronic communications for all U.S. citizens is continuing to be rolled out on a massive scale.
The NSA acknowledges most of the above, including that they are continuously collecting and storing data on the vast majority of U.S. citizens, but they, the NSA and Obama administration, continue to insist that just because the data is being collected, stored and indexed for easy access, the NSA is not actually spying on a person until they use the index to actually listen to or read the communications of people, so they are only spying on a minority of the U.S. citizens when the NSA definition of spying is used.
