Iran will agree to negotiate for six months after the step 1 agreement about droping all sanctions immediately - while the sanction regime is being incrementally dismantled during those follow on negotiations.

Enrichment of uranium by Iran will be allowed to continue under the terms of the Step 1 agreement, while the follow on negotiations are in progress.
