Obama: Russia crossed the Red Line - so I moved it !!!

Obama gave a rambling explanation of unspecified sanctions that may, or may not, be imposed after Russia crossed, the red line, or maybe after Russia crosses the next red line, if, and only if, the EU does not stop Obama from imposing sanctions.

In any event Obama wanted to make clear everyone knows there will be consequences, or not.
