The Kiev government has not engaged in an all inclusive process to reform the constitution since agreeing to immediately start that process of constitutional reform as an open, transparent, and the most inclusive process possible, as part of the Geneva agreement.
The Kiev government, supported by the west, have insisted that separatists in eastern Ukraine surrender to the Kiev authorities, and receive amnesty, as the most urgent part of the Geneva agreement, even though the Geneva agreement contained no such prioritization and the agreement required the constitutional reform process to begin immediately after the Geneva agreement was signed by the Kiev government, but not by the separatists.
