Russia is effectively demanding Ukraine solve it's problems with the separatist elements in Ukraine, by peacefully negotiated change to the constitution, or by other peacefully negotiated means, before an election is held to replace the current interim acting President, and before a national vote on changes to the constitution ( changes which are still undefined). Russia is saying it is the Kiev government's responsibility to resolve the violence within Ukraine before any elections.
The Geneva agreement never mentions the May elections for President the Kiev government is preparing to hold.
